According to a recent press release from Bioshocks creator 2k. the sequel to bioshock is going to be free roaming game "in order to compete on a direct level with the blockbuster GTA series." Unfortunately, as the game is a prequel there are no submarines or SCUBA gear in Rapture, so it will be from the perspective of a genetically modified tuna.
"Think along the lines of Endless Ocean meets Crackdown and you see where we're going with it. We think it'll be a unique experience, to say the least."

oh sweet I really want to play this is sanbox right? I like using the bantha stick and force lightning.
